For those not already in a relationship, the best course is to look for someone who is accepting of one's sexual interests. So for crossdressers, they can place ads on crossdresser-friendly dating sites and forums which have a dating subforum, including perhaps at fetish social websites. One should explain what their interests are and what type of person they would like to meet, while replying to the ads of others who seems like they would be accepting of them. That way, since they're out to their partner from the beginning, they don't have to worry about that aspect.
If one is already in a relationship, the main thing is to not cheat on one's partner. But it would also be nice to be able to share one's interests with them.
Regarding the internet, Marshall McLuhan said that the medium is the message. The larger point being that the real story of reality is its technological state. But a subset point being is that the technological state of man itself determines what man considers its morality.
The internet is making its netizens in cyberspace more cosmopolitan and liberal. This is unavoidable, as people in the datasphere can interact with others all over the world in a safe way; and also have ready access to erotica, including videotronic. Thus, the internet is making things a bit easier for feminine-feeling males.

A couple of things ... I absolutely agree with you about telling a prospective partner about anything that might impact the intimacy and crossdressing is no exception. There's some debate about WHEN to say something. I personally think: say it right up front because who wants to invest in a month, or 2 or 6 or 10 years before talking about something so important. Yes, it's always risky but isn't it better to really have your partner know you? I don't consider phone sex cheating but I always say that is my individual opinion. The internet has brought people into communities unlike anything ever before ... like any community there are great people, nice people, cupcake, users, givers, etc ... just like any cupcake, work, civic, etc community. Enjoy who and what works and just ignore the stuff that doesn't.
